About 90% of the times I shut down Windows 10, the machine shuts down and turns off, and then magically turns itself back on a minute or two later. This never happens when I shut down the same PC after I'm done using Linux, so it's not a hardware problem.
I've googled it, and it happens to a lot of people. I've tried all the fixes they recommend, but it still happens. I got it to happen only maybe 10% of the time, and then Windows updated itself, and it's back to 90% again. So when I shut down the PC, I wait for it to turn itself back on, and then just hold down the power button until it turns off again.

Rogue, go to Control Panel and select Power Options. MAYBE you'll find the solution there. Find Fast Start-up and uncheck it. If it is grayed out, find the box authorizing you to open grayed-out areas.
