I've been investigating it. I have obtained a LOT of information related to this case (it's a perk of being in the industry for far too many years). I'm certain it was brought down by a simple denial-of-service attack. It's running on a free web service provided by a big company.
I'd rather not say which company yet because I have contacts there, and I'm still trying to get them to understand it makes their service look bad when they don't address attacks like this, even if it's free. But I'm hitting brick walls because I don't own the site. If the site owner simply contacted them, it would be restored quickly. But the site owner doesn't care, probably because he's not making any money off the site.
I still think I can get results eventually if I give it more attention. But I have too many other things to deal with right now, so I'm not pursuing it much.
I can understand, sort of, why nobody cares. I ran a site for years that made no money, and it got attacked and infected. I had so much going on in my personal life, I didn't get around to looking into the problem for months. It was an easy fix once I did. People could still use the site, but it was "infected" with adware that highlighted words with links to shady vendors. It was due to a stupid mistake I made. I forgot to take the "executable" bit off uploaded avatars, so someone uploaded an executable file as an avatar and ran it with automatic Apache web server permissions. The program inserted Javascript at the beginning of almost every PHP/HTML file.
